The aging penstocks at many older hydroelectric stations are of increasing concern. Many of these penstocks were constructed during the rapid growth of hydroelectric power from 1910 to 1940, and are now developing safety and serviceability problems. This situation is reflected in the increased regulatory scrutiny that the FERC has recently focused on penstock safety. This paper discusses three strategies and concerns that can be useful to consider when analyzing steel penstock rehabilitation alternatives.
