A case for partnering to maximize waterpower development

The U.S. Army Corps of Engineers (Corps) has traditionally sought to accomplish its missions in the most effective and efficient manner possible, while exploring better ways to do their business. One innovation that has proven successful in improving their performance during the past few years is {open_quotes}Partnering{close_quotes} with construction contractors. The Corps also believes that the principles of Partnering can and must be applied to every internal and external customer, cost sharing partner, and contractor or issue they deal with. This paper describes the concepts and implementation of this new and innovative program and how the Corps has used it in approximately 150 instances to create a positive, disputes-prevention atmosphere during contract performance thereby resulting in no litigation. This paper will also discuss the need for partnering between various interest groups to maximize waterpower development at new and existing projects by the Federal Energy Regulatory to maximize power, energy, fish and wildlife, recreation, water quality and other water resource uses for the benefit of the public.
