In the Tennessee Valley, controlling lake levels for environmental concerns has always been a long-standing issue. The 1991 Lake Improvement Plan outlined a new operating policy for TVA, one that addressed environmental concerns as a high priority, of equal importance as original TVA mandates of flood control, navigation, and hydropower. In 1994, TVA`s new Chairman and the TVA board declared environmental leadership as one of three TVA corporate goals, committing the agency to managing its reservoir system for a healthier river resource.
