Currently, the conceptual remedy identified for containment and isolation of the contaminated soil and structural debris at Rocky Mountain Arsenal (RMA) in Commerce City, Colorado, includes the construction of an onsite hazardous waste landfill and the installation of caps. HLA performed a multidiscipline threefold feasibility evaluation in support of the Onpost Feasibility Study (FS) for the Program Manager for Rocky Mountain Arsenal (PMRMA). The study evaluated (1) the suitability of onsite soil for construction of liners and caps, (2) potential areas at RMA that met the regulatory and institutional criteria for siting a hazardous waste landfill, and (3) a conceptual landfill footprint and design elements such as caps, leachate collection/removal systems, and liners. Past military and industrial activities at RMA have resulted in the contamination of soil with various organic compounds. To perform the evaluations, a multidisciplinary approach was implemented. The onsite soil suitability evaluation was performed by constructing two testfills and testing in situ permeability of the compacted clay using sealed double-ring infiltrometers (SDRI) and two-stage borehole permeameters (TSB). Potential landfill sites were screened with Geographic Information System (GIS) analyses using site wide geologic, geochemical, wildlife habitat, and physiographic information. Conceptual landfill footprints and design elements were evaluated for long-term isolation using the US Environmental Protection Agency`s (EPA`s) Hydrologic Evaluation of Landfill Performance (HELP) model.
