We investigate the effect of a spiral magnetization superlattice on the surface electronic states of a three-dimensional topological insulator. It is shown that the energy spectrum of this superlattice system has only two Dirac points but many semi-Dirac points. The effective Hamiltonian near those points is expressed in terms of the spiral wave vector and the modulation amplitude. Near semi-Dirac points the band is linear along the spiral direction and quadratic along the transverse direction. There are two types of semi-Dirac points, which are distinguished by the number of parabolic bands passing them.
