Coal cleaning can reduce the concentration of most, of the elements named as hazardous air pollutants in the 1990 Amendments to the Clean Air Act. As an air toxics control measure, coal cleaning offers several advantages to utilities. Because physical coal cleaning is a relatively inexpensive technology, it may prove to be the lowest-cost control option in many cases. Also, coal cleaning is currently the only commercially available control technology for the highly volatile trace element mercury. Finally, removing trace elements before combustion reduces tile concentration of these elements in utility solid wastes, reducing possible long-term environmental liability.
