Low-spin states of {sup 130}Xe have been populated by a {beta}-delayed fusion evaporation reaction. By measuring E2/M1 mixing-ratios of the transitions 2{sub 3,4}{sup +}{yields}2{sub 1}{sup +}, two candidates for the one-phonon mixed-symmetry state were found. The experimental results are supported by a shell-model calculation, which also allows the calculation of multipole mixing-ratios.
