Transverse electron-ion instability in ion storage rings with high current

A transverse electron-ion instability in ion storage rings with high current is investigated by use of new concept ?two-stream transverse impedance?, depending on the parameters of the electron beam appeared due to ionization of the residual gas inside the vacuum chamber. A formula connecting this impedance to the space-charge impedance of the ion beam and the neutralization degree has been derived. It is shown that in the ion rings there is ?natural? neutralization degree which is defined by an equilibrium between the ionization rate and the electron losses due to heating by electron-ion elastic Coulomb scattering. Application of the theory to an estimation of the ?natural? neutralization degree and the threshold momentum spread of the electron-ion instability for ITEP ion storage rings (TWAC) has shown that electron-ion instability could be dangerous for this facility.
