A powerful combination of a photon scattering experiment and a {gamma}{gamma}-coincidence study following the {beta}-decay of the J{sup {pi}}=(2){sup +} low-spin isomere of {sup 94}Tc was used to investigate low spin excitations in {sup 94}Mo. We paid special attention to proton-neutron mixed-symmetry (MS) states: The 1{sup +} scissors mode and the 2{sup +} MS state are identified from M1 transition strengths. A {gamma} transition between MS states was observed for the first time. The M1 and E2 transition strength are in reasonable agreement with calculations in the O(6) limit of the proton-neutron version of the Interacting Boson Model (IBM-2)
