Total Quality Management (TQM) is a systematic philosophy of continually improving the way an organization accomplishes its goals in order to achieve superior bottom line results. Traditionally, environmental compliance has been viewed as an {open_quotes}add-on{close_quotes} to whatever business a company was engaged in. In contrast, achieving pollution prevention is a natural outcome of working within a TQM framework. This paper examines the application of TQM principles for three examples during the engineering phase of Reformulated Gasoline projects. The methodology used by the team and examples of the results achieved are presented. A case study of a wastewater compliance project that directly contrasts a traditional end-of-pipe approach with a TQM pollution prevention program is also presented.
