Utility capital spending outlook turns downward

Electric utilities` capital spending is still on the rise, but the outlook for the next few years is down slightly from last year`s forecast. The Edison Electric Institute (EEI) annual survey of construction plans by investor-owned electric utilities shows plans for $75 billion worth of spending during the 1994 to 1996 period. The projected spending represents a decrease of 11 percent from the three-year forecast done a year ago. Actual spending in 1993, however, was $25.2 billion, up from $23.9 billion a year ago. Results for 1994 are not available yet, but utilities expected a slight decline to $24.9 billion. Generation accounted for 38 percent of total capital spending in 1993 well below what EEI calls the {open_quotes}historic{close_quotes} level of more than 50 percent. Declines in spending on nuclear generation are a major reason. The nuclear construction pipeline is now empty with the last active project going into operation in 1993. No units are currently under active construction.
