The report provides an overview of the changes that are occurring in the industry to implement the goals of improved reliability and reduced congestion costs. As the electric industry works to become a more efficient market, transmission stands as a key link between the competitive generation and the regulated distribution sectors. In this role as a key link, transmission is a major focus of government efforts to improve reliability and reduce congestion costs. The scope of the report is to analyze the dominant reliability, investment, siting, and competition/open access trends that are occurring in the domestic electric transmission industry.
