The magnetic response of metal clusters and the rotational response of nuclei are determined by strong normal persistent currents, the influence of which can be understood in terms of classical periodic orbits. The semiclassic Periodic Orbit Theory also explains the gross shell structure of the binding energies and the shapes of nuclei and clusters. The relevant properties, which are measured for nuclei, are explained.
