On November 29, 1995, the Senate passed S. 1316, the Safe Drinking Water Act (SDWA) amendments, by a vote of 99 to 0. Only the major provisions of this bill are summarized here. S. 1316 establishes a new federal program to provide capital for drinking water state revolving loan funds (SRFs). The bill authorizes an appropriation of $1 billion each year through 2003. The US Environmental Protection Agency (USEPA) would give grants to each state for its SRF. Funds would be allocated to states by a formula based on a needs survey conducted by USEPA. The state would issue loads or grants from its SRF to local public water systems. Current law mandates that USEPA regulate 25 new contaminants every three years. This requirement would be repealed and replaced with a new standard-setting process to identify contaminants for future regulation based on their occurrence and the health risk they pose. S. 1316 specifically addresses DBPs, radon, arsenic, and sulfate.
