On March 29, 1995, the Federal Energy Regulatory Commission (FERC) issued a Notice of Proposed Rulemaking (NOPR) regarding open transmission access. The proposed regulation would require public utilities to provide transmission services and ancillary services to eligible customers. This report documents how Centerior Energy Corporation developed a network integration transmission service tariff, a point-to-point transmission service tariff, and four ancillary services tariffs by applying EPRI`s Transmission Services Costing Framework. Centerior staff found that the framework imposes a useful structure on the ratemaking process, leads to a thorough analysis of key costs, and facilitates cost allocations needed to price transmission services.
