EPA struggles as 1990 Amendments pass five-year mark

Five years after enactment of the Clean Air Act Amendments of 1990, EPA is taking heat from Congress, industry, environmental groups and some states over its implementation of the statute. While the agency has suffered several major policy setbacks and faces inevitable budgetary cuts, it continues to grapple with a large number of regulations still to be promulgated. Have EPA`s actions over the past five years accomplished the goals set forth in the 1990 Amendments? How will the Agency meet future challenges? EPA`s performance varies widely depending on the Clean Air Act (CAA) program being considered. A brief summary is presented of the Agency`s actions on major programs affecting stationary sources. They are national ambient air quality standards; maximum achievable control technology; acid rain; operating permits; and stratospheric ozone.
