Repowering and retrofitting of old power plants with circulating fluidized bed technology in Central and Eastern Europe

The electricity in the Central and Eastern Europe countries is mainly produced in thermal power stations. The plants utilize mainly solid fuels such as coal, brown coal and lignite. Most of these thermal power plants are old and obsolete and even the newer ones do not have the equipment needed to meet efficiency and air pollution standards required today or in the near future. Since 1990, substantial investments have been made to refurbish existing thermal power stations with air pollution abatement equipment and to otherwise rehabilitate these power stations. Another alternative route taken has also been repowering or retrofitting of these old power plants. Foster Wheeler has been involved for the last five years in the latter activity in this geographical region by providing technology and project services for various such projects. The main technology utilized has been the circulating fluidized bed (CFB) boiler due to its high efficiency, fuel flexibility and capability to meet the gaseous emission limits required in a simple and efficient way. This technology has in many instances also proven its suitability of burning fuels that sometimes are considered as hard-to-burn fuels, such as coal slurry, brown coal and lignite etc.. Characteristic for these fuels is that the sulfur content can be high as well as the ash content and many of the repowering cases are partially or wholly depending of these kinds of fuels for the future existence of the plant. This paper describes the Foster Wheeler CFB technology for these particular applications and the design used for various fuels. The paper also includes examples of repowering and retrofitting projects. Among the projects described for repowering are the Polish Turow 3 x 235 MWe units, the Polish Elektownia Jaworzno III 2 x 70 MWe units and the Czech Moravskoslezske Teplrny 41 MWe unit and for retrofitting the AssiDomaen Sepap 32 MWe unit in the Czech Republic.
