Maintaining transmission adequacy in the future

Historically, decisions on the amounts, locations, types, and timing of investments in new transmission lines and equipment have been made by vertically integrated utilities with approval from state public utility commissions. As the US electricity industry is restructured, these decisions are being fragmented and dispersed among a variety of entities. As part of a project for the Edison Electric Institute, the authors examined the commercial and reliability aspects of transmission investment, including a review of historical data and projections on transmission investments. The authors also reviewed recent journal articles and regulatory filings, and interviewed people from various sectors of the bulk-power industry. Technical limitations preclude decisions on transmission expansions and their alternatives from being made strictly via competitive markets. However, the decision process can be opened to wider participation.
