Bechtel National, Inc., with Southwest Research Institute, Amoco Corporation, and M.W. Kellogg Company as subcontractors conducted a study for the Department of Energy's (DOE) Federal Energy Technology Center to (a) determine the most optimum process for upgrading coal-derived liquids in a petroleum refinery, and (b) to produce blended fuels that meet the year 2000 and beyond Clean Air Act Amendments (CAAA) standards. This paper will summarize that study and will discuss the following topics: (a) production of coal-derived liquids, (b) upgrading four fractions of the coal-derived liquids in conventional petroleum pilot plant units, (c) production of a coal-derived + petroleum blends of gasoline and diesel fuels, and (d) engine testing to determine concentration of toxious emissions.
