Real compliance: Building a successful environmental training program

Consistent with its mission to maintain a proactive approach to compliance, Hill AFB's environmental management staff has developed a base-wide training approach for air quality awareness and compliance requirements. Rather than opting for traditional training packages and managing an unwieldy training program for potentially thousands of employees, the Environmental Management directorate determined that a more automated approach was more effective and cost efficient. They developed this approach after evaluating options. This evaluation, called the Training Format Analysis, included life-cycle costs, automation of training tracking, data management for record keeping and inspections, ease of updating, and training effectiveness. This detailed Training Format Analysis resulted in a video for base-wide awareness of air quality and compliance requirements. For more specific training of operators and line management, interactive, multimedia CD-ROM format was determined. The interactive software approach allows Hill AFB to satisfy their requirement for a systems approach to training. Training records are generated automatically via the CD upon successful completion of each training session. This makes tracking training and compliance with training requirements, as simple as showing a printout from the database or spreadsheet. While the interactive training targets the real key to compliance, shop operators, it also offers research features, such as a regulatory document library, which were included to accommodate the needs of environmental managers.
