The evolution of market transformation in the energy efficiency industry

The energy-efficiency industry is in a period of transition--one in which a market transformation model is being widely embraced as a new approach to energy efficiency. But the experiences, frameworks, and perspectives that were used in the past will constrain and shape efforts to move toward more market-based approaches. In this paper, the authors first explore the historical context from which market transformation has evolved. They then consider the evolutionary experiences of two well regarded market transformation programs. Finally, the authors draw on these discussions to argue that the future success or market transformation is likely to require the continued evolution of new understandings, approaches and methods appropriate to the problem of securing energy efficiency in complex and changing market contexts.
