Inner shell ionization by ion impact, which has both a fundamental and practical value for several analytical applications, has been mostly studied by small accelerators and adjoining techniques. Numerous experimental data which were also statistically evaluated, provide an efficient data base for studies of the theoretical models. There is generally a good agreement between the experimental and calculated values for high and moderately low collision velocities. For very low velocities, the models fail in reproducing the experimental data due to two effects: the projectile kinematics in the atomic field and the time evolution of the electron wave function. For L shells, the two effects are accompanied by a collisional induced redistribution of vacancies among different subshells. The authors shall compare the cross sections calculated for the projectile path in the field of bare nucleus and in the field of the atom, obtained by statistical and Hartree-Fock methods. For the time evolution of the wave function they shall inspect two coupled channel models: the two state atomic model and the simulation of the atomic transitions by the respective transitions in the harmonic oscillator.
