This article describes the plans of the EPA administrator Carol Browner to change the agency`s approach to environmental regulation from the current pollutant-specific, generally adversarial approach to an industry-by-industry inclusive control regime. Initially 6 industries, including petroleum refiners, have been invited to provide input. The changes have major implications for the US energy industry.
