The draft API RP 2A-WSD Section 17.0 on Assessment of Existing Platforms has been issued for comment and will form a supplement to the 20th edition of API RP 2A--Working Stress Design once the review process is completed. This paper is concerned with the historic development of design codes for the strength of tubular joints in fixed offshore platforms. An understanding of the changes to design requirements and safety levels may be important for the assessment of existing platforms. The results of this study reveal various degrees of conservatism and unconservatism inherent in the design of tubular joints using the early editions of the API code, with respect to the design based on the provisions given in the 20th edition. A number of inconsistencies and uncertainties associated with the two design codes (API RP2A and HSE Guidance Notes) are identified. Implications for platform assessment/requalification based on these codes are discussed.
