Managing a supply utility with increased competition and regulation

Conference ·
OSTI ID:192191
In 1990 the United Kingdom Electricity Industry was privatized in order to expose companies to actual market forces and demands. Prior to that time the electricity supply system was wholly Government owned and was split into two direct activities, a generating unit (C.E.G.B.) controlling the National Grid and twelve area boards responsible for the distribution and sale of energy to customers. It was felt that the generating side had the greatest power to fix market prices since it controlled virtually all generation and the transmission of energy systems - whilst simultaneously being remote from customers and unaware of customers needs i.e. not customer oriented. To correct this and create a truly customer oriented organization, the whole was privatized, and to obtain more competition in generation, apart from encouraging private generator sets to be installed, the old C.E.G.B. was split into three separate companies.
