Cost-beneficial licensing actions and results at Palo Verde

Shrinking budgets in recent years have forced utilities to find ways to reduce operations and maintenance costs. Efforts have included examining work processes, reducing work forces as a result of those examinations, and working within the regulatory structure to ease the burden of regulatory requirements. Utilities with nuclear plants have been able to reduce operating costs by requesting specific amendments from the U.S. Nuclear Regulatory Commission (NRC), requesting exemptions from regulations, and using new analysis techniques and risk evaluation to reclassify some structures, systems, and components to less stringent design criteria. When utilities began to evaluate the reduction of their regulatory burden, estimates were made for the savings associated with these efforts. It is now time to look at the results of those efforts to determine the actual savings.
