Breaking the mold: FERMCO and the DOE embrace contract reform

At the Fernald Environmental Management Project (FEMP), both the US DOE and the Fernald Environmental Restoration Management Company (FERMCO) took the lead toward streamlining environmental restoration in the nations`s nuclear complex. The vehicle for this change has been contract reform. The topics covered in this article focus on the following: performance-based contracting; contract revision as a management tool; grassroots movement for a safety culture; and input of citizens task force.
