This article describes the Contract Reform Initiative at US DOE in terms of motivation for the reform, development of the initiative plan, and the results of implimentation of the plan in Summer 1994. The Contract Reform initiative involves all levels of the department and is designed to ensure that DOE business in conducted with the most cost-effective and efficient contracting systems and practices. It is intended to contribute to both improvements in individual contracts and to foster a collective attitude of reform.
