The slogging pace of regulatory change in Washington D.C. has led to a season of caution. The Superfund reauthorization debate is emblematic of the uncertainty: two competing reworkings of the program from the House and Senate, hundreds of bickering legislators and a chorus of special interests have created worry that reauthorization will not be realized by the December 31 deadline. Superfund, along with the other major regulatory bills, is headed for the great Congressional bottleneck at the end of 1995, when it comes time for the Republican-controlled 104th Congress to deliver on their promises. The 1996 budget, which carries a more urgent deadline, also has a question mark attached to it. Smoke signals from Capital Hill make it clear the Environmental Protection Agency (EPA) will face serious cuts, but no one has a clear picture of tomorrow`s Agency. With those considerations in mind, several industry prognosticators indicated some air, waste and water issues to keep in mind for the coming year.
