The science and philosophy of developing programs for radiation protection

The development of radiation protection programs involves risk assessment, selection of acceptable risk levels, and risk management to ensure that those levels are attained. While much of this process is scientific in nature, the selection of acceptable risk levels has a philosophical aspect in that it requires value judgments in weighing risk against cost benefit. If, since resources are not infinite, the world`s citizens are to avail themselves of the benefits of science and technology in the future, of which the uses of nuclear energy and nuclear materials are but examples, society must further develop and expand its approaches to the philosophy of dealing with risk.
