The objective of this study was to characterize the performance and cost of newly constructed coal-fired power plants capable of meeting the Carbon Pollution Standard, without the use of carbon capture and sequestration (CCS). The specific configurations that were investigated are combined heat and power applications, and coal-fired power plants co-firing natural gas in the boiler. The reference coal plants, or technology base cases, considered include supercritical (SC) pulverized coal (PC), advanced ultra-supercritical (AUSC) PC, and IGCC plants. The reference cases considered are taken from the report "Cost and Performance Baseline for Fossil Energy Plants Volume 1: Bituminous Coal and Natural Gas to Electricity Revision 3."
