2-Hydroxethylhydrazine reduces Tc(VII) to Tc(IV) with formation of TcCl{sup -}{sub 5} ions. The rate of this reaction in HCl solution obeys the equation -d[Tc(VII)]/ dt = k[Tc(VII)][HOC{sub 2}H{sub 4}N{sub 2}H{sup +}{sub 4}]{sup 0.9}[H{sup +}]{sup 1.4}, where k = (8.75 {plus_minus}0.46) x 10{sup -3} 1{sup 2.3} mol{sup -2.3} min{sup -1} at 25{degrees}C and {mu} = 3.1. The reaction mechanism is similar to that of the reaction of Tc(VII) with unsubstituted hydrazine.
