With a gradual transition from today`s programs to a conservation market based on competition, customer choice, and private capital, utility investments in energy conservation can live up to their full potential: Lower electric rates and a more valuable array of services for all customers. A comparison is made between current DSM programs and what DSM will look like in a market driven, competitive marketplace.
