The basis for a surrogate element for use in a seismic probabilistic risk assessment (PRA) is discussed. The surrogate element represents structures and components that are screened out when using screening tables that have been developed for seismic margin assessment or for addressing the Nuclear Regulatory Commission unresolved safety issue A-46. Recommended values for the surrogate element are given for practical cases. The use of a surrogate element is a rational approach for accounting for the capacity limit implied when screening is used in a seismic PRA analysis.
