The excited levels of {sup 178}Hf are investigated by applying the unified model to the available experimental data. A second rotational band based on the new 1513.90-keV level with spin-parity 1{sup {minus}} is introduced. It is shown that the wave functions of the bands with K{sub i}{sup {pi}}=1{sub 1}{sup {minus}}, 1{sub 2}{sup {minus}}, 2{sub 1}{sup {minus}}, and 2{sub 2}{sup {minus}} are mixed significantly and that the energies of the rotational levels display amazing regularity. A new band is proposed at the 1443.94-keV 0{sup +} level with 1561.54-keV 2{sup +} and 1808.43-keV 4{sup +} rotational levels and with the large rotational parameter A=19 keV. No rotational satellites are found for the 1513.61-keV 2{sup +} level. The gyromagnetic ratios g{sub K}-g{sub R} and the magnetic moments {mu} are determined from the probabilities of intraband M1 transitions. The structure of two-particle states with K{sup {pi}}=4{sup +}, 6{sup +}, and 8{sup {minus}} is established. The mixing of pp and nn wave functions is observed in two K{sup {pi}}=8{sup {minus}} bands. The mixing of two close 4{sup +} levels at 1953 and 1956 keV with {Delta}K=3 is demonstrated. 17 refs., 1 fig., 15 tabs.
