A new deuteron tensor polarimeter (POLDER), based upon the charge exchange reaction {sup 1}H({ital {rvec d}},2{ital p}){ital n}, has been constructed and calibrated in the energy range 175--500 MeV for all polarization signals. The large tensor figures of merit obtained make POLDER a unique instrument in this energy domain. Using this polarimeter at CEBAF, new measurements of the tensor polarization {ital t}{sub 20} of the deuteron produced in the {ital e}-{ital d} scattering can be performed at four-momentum transfers of 4.0{lt}{ital Q}{lt}6.8 fm{sup {minus}1}.
