The modulational instability of high-frequency electromagnetic waves in collisional dusty plasmas has been investigated, taking into account the effects of dust charge fluctuations in the dynamics of quasistationary plasma slow motions. It is found that inclusion of the dust charge perturbation leads to novel dissipative modulational instabilities when Joule heating nonlinearity dominates over the ponderomotive force. The results of our investigation should be useful in understanding the phenomena of enhanced density and temperature fluctuations that could be triggered by intense electromagnetic waves in space and astrophysical plasmas. {copyright} {ital 1995} {ital American} {ital Institute} {ital of} {ital Physics}.
