A semiclassical method is presented which describes the degree of electron excitations in nucleus-atom collisions at astrophysically relevant energies where neither sudden nor adiabatic conditions are realized. The method is based on the solution of the time dependent Schroedinger equation for the electron wavefunction assuming trajectories for the motion of the nuclei. An application to {alpha}-He{sup +} scattering at 92 keV is given, where it provides promising results for the splitting of the astrophysically important resonance in laboratory experiments. {copyright} {ital 1995} {ital American} {ital Institute} {ital of} {ital Physics}.
