Debunking the two-fleet myth

Oftentimes when cities are contemplating curbside recycling--whether to start up a new program, abandon an existing one, or sidestep the issue with co-collection--they are unduly concerned over the costs of maintaining a second fleet of trucks. However, the claim that running two fleets is too expensive is based upon a myth. Here`s why. The two-fleet myth--that it`s just too expensive to run both refuse and recycle trucks--has festered because of a failure to understand two things. First, one of the major savings that recycling makes possible is avoided solid waste collection costs--savings that are even more important than the generally recognized concept of avoided tipping fees to which they can be related. Second, the second fleet of trucks to collect recyclables is substantially smaller and less costly than the waste fleet.
