Multilateral lending institution and other banks are in a unique position to affect the environmental impacts of projects in developing countries. As a result, they have been under considerable public pressure to require project developers to meet higher environmental standards, more in line with environmental laws in developed countries. In response to this added pressure, institution such as the World Bank have developed environmental guidelines and standards for use in lending and investment activities. The Bank is now in the process of issuing its much anticipated new standards, including requirements which apply to steam-generating thermal power plants using coal, fuel oil, or natural gas. The emissions standards are not only more stringent than in the past, they are also now the minimum requirements that must be met by any project relying on World Bank or IFC funding. In that sense, there is less flexibility in the designing and planning stage under the revised standards than under the old guidelines.
