WHAT IS THE TOXICS RELEASE INVENTORY. The Toxics Release Inventory (TRI) is a database which provides information to the public about releases of toxic chemicals from manufacturing facilities into the environment. TRI was established under the Emergency Planning and Community Right-to-Know Act of 1986 and expanded under the Pollution Prevention Act of 1990. Facilities report their TRI information annually to EPA and to the state in which they are located.
