Here, we report the first observation of $Υ (10860) \to Υ (1, 2, 3 S) π^{0} π^{0}$ decays. The neutral partner of the $Z_{b}^{\pm} (10610)$ , the $Z_{b}^{0} (10610)$ decaying to $Υ (2, 3 S) π^{0}$ , is observed for the first time with a $6.5 σ$ significance using a Dalitz analysis of $Υ (10860) \to Υ (2, 3 S) π^{0} π^{0}$ decays. The findings are obtained with a $121.4 {fb}^{- 1}$ data sample collected with the Belle detector at the $Υ (10860)$ resonance at the KEKB asymmetric-energy $e^{+} e^{-}$ collider.
