Impact of Cyber Attacks on High Voltage DC Transmission Damping Control

Electric grids have evolved to being a huge cyberphysical system (CPS) that combines intelligent electronic devices (IEDs), computing resources, communication networks and electricity infrastructures. The wide attack surface and increasing dependence on communication make power systems vulnerable to cyber attacks. This paper studies the impact of cyber attacks on high voltage DC (HVDC) transmission oscillation damping control. Three kinds of cyber attack models are considered: timing attack , replay attack, and false data injection attack. The attacks are applied to the HVDC damping controller, which requires widearea measurements and long-distance communication. A modified IEEE New England 39-Bus AC-HVDC system is used as the test system. Simulation results have shown that all three kinds of attacks are capable of driving the AC-HVDC system into swing or unstable conditions.
