1994 Survey of utility demand-side programs and services. Final report

This report provides the results of a 1994 survey designed to identify and collect descriptive information about utility demand-side programs and services offered by the electric utility industry throughout North America. Using a combined mail/ telephone survey process, investigators gathered information on 1,969 separate demand-side efforts conducted by 512 electric utilities. These programs involved residential, commercial, industrial, agricultural, and wholesale customers. The survey responses are organized into three categories (competitive marketing and innovative services, load management, and energy efficiency) and 21 subcategories (such as competitive rates, value-added services, load control, and lighting and lighting controls). For each category and subcategory, the report summarizes the types and levels of utility activities, technologies employed, customer participation levels, incentive structures, marketing techniques, and reported program results. The 1994 survey has gone beyond the scope of EPRI`s prior demand-side surveys. It has been expanded to include not only traditional forms of DSM, but also the broad array of new demand-side offerings utilities are developing as they intensify their efforts to meet customer needs. Accordingly, the 1994 survey results include information about a variety of innovative services dealing with power quality, equipment leasing and sales, electrotechnology/environmental consulting, telecommunications, etc. The experiences documented in this report will help utilities in the design and marketing of their program offerings.
