Pre-Event Recovery Sampling and Analysis Framework for Blue Grass CSEPP Community

Congress created the Chemical Stockpile Emergency Preparedness Program (CSEPP) in 1985 (U.S. Department of Defense [DOD] Authorization Act, 1986, Public Law 99-145) to provide emergency preparedness assistance and resources to communities surrounding Army chemical warfare agent stockpiles. CSEPP is a partnership between the Federal Emergency Management Agency (FEMA) and the U.S. Department of the Army (Army), and includes elements of the federal, state, and local government at each of the stockpile sites.
