Onsite storage - projections versus reality

In November 1990, the political situation erupted between the States of Michigan and South Carolina, and the Midwest Low-Level Radioactive Waste Compact Commission, over the disposal of low-level radioactive waste (LLRW). As a result of this debacle, the Donald C. Cook Nuclear Plant and all other radioactive waste generators in the state of Michigan were forced into the temporary onsite storage mode. This paper characterizes the realities of 4-plus years of onsite low-level radioactive waste storage experiences versus our original expectations. Included in this discussion are our initial radioactive material building (RMB) volume and inventory projections, the current RMB volume and inventory statistics, physical limitations, storage issues, and future RMB volume projections. At the time of this writing, the Cook Nuclear Plant is preparing to participate in a mid-1995 joint venture with EPRI for the characterization of several older dry, active waste (DAW) boxes. Characterization will include visual inspections, along with gas sampling and analysis.
