Metering relationships in the era of deregulation

This article reviews billing/metering practices in a deregulated utility environment with retail wheeling of power. Three scenarios are reviewed: (1) The distributor utility mails the bill, which includes their own cost of electricity from the IPP and any distribution charges that may be added, (2) The IPP also mails a bill to the end user. In this fashion, the IPP assumes some credit risks, and (3) The IPP handles all the billing and assumes even more credit risks.
