Charged Vortex and Duality in Three-Dimensional Abelian Gauge Theory with a Chern-Simons Term

The duality property of the three-dimensional Abelian Higgs model with a ChernSimons term is discussed. It is argued that in a certain limit the charged vortices in the original theory can be described by a dual gauge theory with also a Chern-Simons term. The duality relations between the couplings of the two theories are thus obtained. The relevance of this duality to the fractional quantized Hall effect, in particular, the Laughlin-Haldane-Halperin hierarchy, is discussed.
