A new, near 4{pi} solid angle charged particle spectrometer is being built to study high energy incomplete fusion reactions in conjunction with the existing HILI forward angle, high multiplicity spectrometer designed and operational at the Holifield Heavy Ion Facility at Oak Ridge National Laboratory. The combined system will also be used with the neutron ball facility at the K = 500 cyclotron facility at Texas A and M. First results of a prototype of this system are discussed as a means of unraveling the components of incomplete fusion in a near model-independent manner. When completed in 1992, this new detector apparatus should provide exciting new opportunities to understand the dynamics of the formation and de-excitation of extremely hot composite nuclei.
