This paper reviews the current philosophy of oil and gas industry for blowout contingency plans. The paper discusses the need for the organization of blowout task forces to help facilitate blowout control. The paper outlines a minimum blowout contingency plan which all companies should at least use as a starting point. It includes the identification of personnel, equipment, inspection procedures, drilling procedures, completion risk analysis, risk analysis methods, and control techniques. It goes on to outline the role of a blowout task force and how to organize their resources for optimum response.
